representatives of the state,

Orangisations that have been given power by the State;
or their representatives,

organizations that, although they have not received any power from the state vis-à-vis the citizen in due parliamentary or administrative process, have this power de facto,
or their representatives,

forbidden to appear or act on behalf of the citizen anonymously. 

From today on, the citizen has always to be informed which of the above-mentioned humans is interacting with him, with their first and last name, address and birthday to be informed.
