 I’m not sure why someone without children would want to be punished for not having children. 

The incentive structure seems misaligned.

What mother of four could or would be working for a significant income while raising 4+ children? Not impossible, but certainly seems to incentivize many children and continuing to work as much as possible simultaneously.

Simultaneously weakening the ability of those without children to own homes (via taxation/inflation needed for the policy to be funded) and effectively raising the price of homes by subsidizing parents doubles the damage to individuals without children.

>Overall it seems to send the message:

“Make more children for the state, or get out of the country as soon as possible”

I think I’d take the latter.
