I am just starting a food security program in my city that could be expanded everywhere if people ask for it. It’s currently going through a lot of bureaucracy but ppl are optimistic so maybe you can try where you are and adapt it to EU/DE needs/considerations. You can just copy/text and email or set an appt with city office. Cemeteries are always low in funding.
