re: spam

since we cannot rely on the goodwill of the community to *not* produce spam just because we *can*

- allow users to filter by username, display_name and / or displayName -- basically by any profile field that exists -- he wants recognition or at least traceability
- allow users to apply regex filters to notes (like sieve for emails) - e.g., ```wss:\/\/.*$```
- no need to "censor" at the relay; it's not "censorship" if users apply our own regex filters to all notes and events -- it's simply self-curation - running a relay is already a labor of love, so move the burden of curation fully on to us users
