The government wants you to break the law. They need you to break the law. The more arbitrary and confusing, the better. This is what justifies a government's existence. 

They are there to create problems that don't exist, drag you into a mess under irrelevant and petty circumstances, and finally rob you of life and property which never belonged to them in the first place.
