How is "don't spam" defined? 

Don't get _reported_ for spam? That just shifts the burden: someone could write scripts to report spam on all new users, effectively burning all their sats and disincentivizing sign ups.
...and now you have to figure out how to stop the spammy spam-reports.

The problem just moves.
