By your definition in this meme, and I think it is 100% correct... Not only here in the USA, but many so called Western govt abroad all over the world, Spain, Lampedusa Italy, Sweden, Brazil, Germany, Norway, UK, Mexico, Canada... Seems all Borders are Down for the Crossing.
