Whether Kamala likes it or not, the current administration party's candidate always inherits the credit/blame for the state of affairs left by that administration - even more so for Kamala, being an executive of that administration. And, as blowhard James Carville once famously popularized: "It's the economy, stupid".
The modal voter isn't going to care who caused or ended the strike. All they'll know is that the economy isn't working for them, and that the strike will have made it worse. So, while I hear what you're saying, it wouldn't make much sense to me for her or her supporters to have purposely orchestrated this strike. But, then again, I would never put anything past a politician in desperation mode.
