Alternative idea: European leaders believe their populations need motivation to reengage in a war w/the Middle East.  (I think that would have been a very hard sell to go back.)  Get them good and pissed off at these refugees, and they'll sign up to take the war abroad.  Keep that war machine running and boost GDP.
