I don't think he's talked to a copyright lawyer and this assignment of rights seems to be unfounded: he states he's still bound by agreements but the rights he is giving away are not. That doesn't make sense. We'd need to see his contracts with DC; he'd need to make a formal copyright license (like CC0).
