I'm hoping an American will chime in, but I believe civillians can own up to 40mm calibre pieces with a stamp from BATF.

40mm is feeble for artillery, but in a direct fire role it is enough to ruin the day of anything that isn't a main battle tank.

Getting the ammunition may require some ingenuity, however...
