I'm sure this has been said, but I believe it's cultural.

Wallstreet wolves, Central banksters, "black 'hood", and urban gangsters are all just bad culture,  not a race. They only just happen to also attract people by skin color, but it does not come from their color.

We must distinguish between culture and race. 

Five genetic races can be observed: Caucasoid, Mongoloid race, Negroid, American Indian, and Malayan. "Black" is not one of them, and nor ought we let it stand for one. "Black" is a culture that needs abandoning, just the same as "white", if there was a culture that could be called it. One may call Nazi "white culture", that is a culture centered around white skin color, and it's basically non-existent anymore.

I happen to be 95% Caucasoid, 2% Mongoloid, 3% American Indian, but my culture comes from my religion, which was founded in the Middle East and developed in Europe.

Dump bad culture.
