I know what you mean. Same here or to some extend in Spain too for that matter. Only very few of my friends there spoke any English and none of them really at a level where I would rather speak English than Spanish with them.

In Germany they're even planning to eliminate a national school sports event because allegedly the event is discriminating the less sportive students. I think they've also mentioned removing crafts / craftsmanship classes from the education plan. Probably religion as well which might be a good one to drop to be fair.
