The parts of DNA that are actively expressing proteins or RNA are called Genes.  The parts of DNA that are lazy and do nothing, are of alled Junk.  

It's the same with humans. The ones that actively learn stuff are called Smart. The ones that are lazy and learn nothing are called MAGA.
