If you use Google search on any device with Google services and apps it really doesn't matter if you turn location off. By first use of it your account will be permanently linked so "who" is solved for Google. "Where" they solve in any manner accessible, turn location off and Goog will look for mapped routers, cell towers,... it knows where. And your search is "what". And Goog allows other apps to piggyback on it...
