To be clear, this speech is from 2019.  As we've already seen with regard to other topics, 2024 anointed Presidential candidate Harris - intent on pandering to the middle - can't be expected to hold the same policy positions as 2019 no-shot Presidential candidate Harris - intent on scratching out a niche.
