I was reading about  “the Octopus”, a criminal group of military contractors, the CIA, and the DOJ who used Indian reservations to avoid certain legal restrictions around weapons and drug testing. In fact, the deal they made with the Cabazon Indians was why the Cabazons were able to open the first legal Indian casino. 
They used their reservation during the Contras. 
This is what investigative journalist Danny Casolaro uncovered before being suicided. 

I think Ukraine was the upgrade. A whole country instead of a reservation.
