If you are referring to the 1996 NSA paper you have not done your homework.

1. the NSA didn't build anything it's just a paper on a means of e-cash, of which there have been hundreds of such proposals.  It uses a centralized issuance system.
2. The author is not "a similar creator name".  Instead one of the authored cited in the paper's bibliography's name is Tatsuaki Okamoto, who is an actual Japanese Person who's work was cited in this NSA paper.
