Voter ID is simple. A transparent and auditable paper trail with provable chain of custody and continuous interested-party surveillance is easy to implement. Anything short of this is designed to supress votes after they have been cast through replacing ballots and adding votes from unqualified persons such as felons, aliens, children and the deceased.
