I've traveled to dozens of countries with soft body armor and nondescript armor like bulletproof clipboards. Never been stopped a single time. I suspect you can get away with pretty much anything that's not a steel plate.
Just imagine if there was a way to memorize your financial secrets and then disclose them to a special technology that revealed them when needed.

I like AR500 armor. Unfortunately it looks like the place I sourced clipboards from closed down but there are plenty of clipboard providers. I'd suggest buying several and actually shooting one to verify it works.

Under Canadian law certain size ranges of pipe can be illegal to possess because they can be considered blowguns. Of course, this becomes a matter of selective enforcement because it's utterly insane to ban common sizes of piping. If your clipboard is bulletproof, I'm sure it could be considered illegal.
Though no one will know it's bulletproof unless they shoot it, which means it did its job...
