That's the definition of malinformation: it's true, but it might make people do things that we don't like. 

"The banks are inherently unstable, but it's malinformation to say so because people might try to take their money out."

"Sure, these are legitimate points about the public health decisions, but we must censor them because they will make people doubt public health officials."
