24hrs and there hasn't been any #Nostr spam afaik on the #Nosflare relay

- Requires valid NIP-05
- Hashes content and doesn't allow duplicate hash (aka must be a unique note each time)
- Performance doesn't appear degraded with these anti-spam measures
- No WoT so new Nostriches can engage
