what do you think they are fearful of ? getting a gentle pat in the back ? Or being immediately arrested and being put into detention camps with a min of 2 yrs - 20 yrs  with no hopes of coming out or a fair trial because judiciary is just as corrupt? 

 If you really want to get to know the world better, look into “security acts”, “prevention of terrorism” and “prevention of crimes” in all countries from 1st world to 3rd world, not just gay rights in Uganda. And look into all those who have been harassed, charged, convicted, imprisoned for saying something that did not please their gov'ts.
