we need a NIP for "follow npub groups" that can be used for "simple, standard algos" that clients can process, such as priority levels by group. I want to see some followed more than others.

Some nostr clients like nostrudel and coracle let you follow / see a feed of any nostr list. I think they do what you are asking.
