Many ndk apps e.g. slidestr.net are static web pages. But I think you mean having a single html page, including ndk from a cdn (script tag) and write some JavaScript to use it!? That could be done but most developers like to have a proper setup, that compiles and optimizes the page. For simple usecases nostr-tools might also be easier to use.
