That's the dark brilliance of democracy. Force people to choose between being boiled slowly and quickly, and you've got them. On one hand, it's entirely reasonable to prefer slower to quicker, on the other hand, either way the ruling elite gets what it wants. And non-voting doesn't matter, either, since disillusionment won't stop them from doing whatever they want so long as they control the necessary levers of power. The only actual way to topple the whole thing and impose any kind of responsive or meaningful change is via revolutionary strongman, and all they need to do is divert enough popular support away from organizing behind such a figure. They've also aggressively taken steps to ensure the usual strongman routes like military leader are closed off. Granted the system has pissed away massive amounts of credibility in a short period of time and will rot away much faster than it otherwise would have, but I'm not sure if there's any quick, clean resolution to this.
