When you say "don't make this easy" you mean the heavy lifting involved on their side? This from one of the atproto leads:

In theory the Bluesky relay or appview being down should not impact whtwnd (which I believe pulls directly from PDS instances)"

Seems this WhiteWind is some kind of Yakihonne on atproto. As I understand they will have spun up their own child relay and are using that to pull from a select set of PDS instances to create an isolated network. Very much a guess though, I could be way off.
