Nobody "mines" lightning. But if you run a Lightning node, you can set fees -- and transactions that go through your system will thus pay those to you.

Now, setting fees is tricky business, as setting them too high will just ensure things route around, rather than through your system. But in any case, it's more like a toll than a mining reward, as with on chain transactions.
