funding bitcoin development openly because he wants these institutions to maintain plausible deniability that they didn't really understand how bitcoin undermines the state.

ARK etc. can say that they always thought the dollar would coexist with bitcoin and they never funded any of these awesome upgrades that make bitcoin unstoppable
