So if you’re in range of a base station during the period where it’s broadcast, you get it (once, and then your phone ignores duplicates of the same message). It was broadcast for 20 minutes during today’s test. so if your phone was off from about 2:20-2:40 eastern, you wouldn’t ever see it.
