Why the wait for a green card is endless

Only about 3% of the people who have submitted applications will receive green cards in the US in fiscal year 2024 according to a recent Cato Institute Report. Of the approximately 35 million applications pending, only 1.1 million people will receive green cards in 2024. The backlog problem is also due to the US government's rejection of applicants, resulting in 6.3 million unissued green cards since 1921. Obtaining green cards has become harder through almost all categories, including the green card lottery and family-sponsored green cards. The employment-based visa backlog has grown to 1.8 million, with 1.1 million Indians waiting. Indians starting the employment-based green card process now may face a wait of over 130 years. The per-country limits on green cards disadvantage Indians, and many Indian employees are trapped in jobs due to the green card process. The entire US immigration system needs an overhaul, but there is no agreement across parties on the issue.
