There was a change in perception of what the scores mean. Nowadays 5 means mediocre, average, run of the mill. That means 3/10 is quite a bad game, not below expectations but actually unpleasant to play.
Problem is most games are going to be mediocre at worst because no publisher is sinking hundreds of millions into a game that is bad... Usually. If anything is being made commercially then it has to have some level of quality. That means a 5 unless they really screwed something up.
