Just a quick thought experiment:

1. You create a safe haven for illegal immigrants 
2. Tens of millions of them flood your state
3. You run out of money to provide them welfare, which the federal government won't bail you out for obvious reasons
4. So you have to raise taxes
5. The illegals start to suffer hunger and start stealing and killing the citizens
6. Working taxes paying citizens leave the state
7. You end up with a collapsing apocalyptic hellhole instead of a state
