Any approach other than hands off is a bad one imho. Obviously cant stop DC from buying, but nothing good can come from a band of criminals hording btc. Dont know if you saw, but apparently they other day $2 bil worth was sold right at the same time 1.7 bil was ok'd for Ukraine.

For some reason I can see it going something like this.... The Republicans and Democrats will buy up all the Bitcoin, put it in a government reserve I'm going to call "Fort Knoxstr" and use that to back CBDC money. (possibly linked to your credit score) Initially you may be able to trade your CBDC money in exchange for Bitcoin, but over time the Democrats and the Republicans will remove the Bitcoin backing from the CBDC money, and just zap CBDC money any time they feel like it. And they will have all the Bitcoin locked up in Fort Knoxstr where nobody can get to it.
