It depends on client behaviour, if they are also marking your current changes as latest so it can't be changed by any other client just your public key. But those backup files will have list of all your following.

So this morning I had my whole follow list nuked. If you see an unfollow it wasn't me I am working on fixing this issue by refollowing 1 by 1. I was always backing up my npub data here https://nostrsync.live/ but seems like there is a client side issue when I try to revive everything broadcasting my backup. Your NostrSync backup file contains public keys of everyone you follow, you can copy it from your backup files and broadcast it using the Nostr profile manager. However, expecting daily users to go through this process to maintain their following list is not practical. Instead, clients can keep a small weekly backup of your following and relay lists, which can be easily broadcast when needed. NostrSync serves a larger, but distinct purpose, such as migrating data, including notes, between Relays and making it available on every relay for everyone. Your NostrSync backup file includes the public keys of everyone you follow, which you can obtain and rebroadcast as the latest event with the client. Nevertheless, it's simpler for clients to keep those weekly backups, especially for following & relay list, you can also broadcast them as Latest in one click because you're already logged in.
