They can be both. Depending on how your client stores them. Amethyst stores them privately.

It would be great if public mutes were still encrypted using the npub, so that nobody except you/your client knows who you are muting. This has the benefit of taking your mute list with you wherever you go, without giving up your #privacy. Does anyone know how this is currently implemented in #damus? #asknostr
That literally is what private mutes are. Once you encrypt them they are not public anymore 😀

We moved to make it private because showing you disliked someone usually escalates. If they are skilled, they start making bots and hit you with 1000s of DMs, replies, quotes from random accounts to annoy you. Keeping it private solves the problem without creating more problems.

Lots of real cases. Some stuff still happens today, but it is much less these days.

You should see your own as you decrypt it with your key.
That means that your mute/block list doesn’t travel between clients if it’s stored by an app privately.
