I should probably read to see how it works. I assumed anyone can report anyone for impersonation and that would lower their WoT score, leading to possibly getting filtered out. 

IF that’s how it works, people could coordinate reports to limit someone’s reach by lowering their score. 

But maybe that’s not how it works …
