Yes, gold was the best asset throughout history because it had the lowest inflation rate, but it was also private and fungible. Bitcoin is less so, Monero is more so, so it's not as clear cut as you make it seem.
Also, scarcity by itself doesn't necessarily mean more valuable.
1) There is a cryptocurrency call "42 coin". Is it more valuable that Bitcoin? No.
2) Hypothetically if there was a cryptocurrency had negative inflation (small % of total supply programmatically burned every X amount of time) would that necessarily be better money than Bitcoin? No, not necessarily.
Obviously there are many other factors aside from scarcity that need to be considered. There are plenty of things in this world that are limited in supply, but have little demand, so are not very valuable. Subjective theory of value.
