 The CFTC deals with futures trading and futures options.  These are different products from stocks and ETFs - stocks and ETFs are regulated by the SEC.  Options trading on ETFs and stocks are regulated by the OCC (options clearing corporation).

This is just the CFTC saying "we have no jurisdiction over the trading of these stocks and ETFs, that's the SEC and OCCs job".  Really does not say anything substantial.
