They have a lot of shelfware because they don’t pay properly. They get people in who want to fix shit, they try, they buy some stuff and never get the internal support to implement/adopt it properly, those ppl get frustrated with the burden of process and leave because they’re not paid well enough to stick through it.
The next guy who comes in never has a remit to sort the existing shit out, they’re always hired to “sort out the last guys supposed fuckups” when in reality it the Org that continuously fucks thing up and the people working in it just tried their best with a shitty hand.
Healthcare sucks in the west as a result.
