Constrast NOSTR with something like Urbit. Nostr, anyone can run a relay, anyone can build a client, etc. There are little to no barriers to entry. Urbit, on the other hand, has a ton of barries to entry. It's relatively hard to setup, get access, etc. There is a clear heirarchy built into the design. It's that way on purpose to preserve quality of members. Interestingly enough Urbit is built on Ethereum.
