The bureaucratic leaders believe in fabricating narratives that have no incentive nor requirement to align with reality, based on some limited, echo-chamber assumption of the 'greater good'.

Since they don't believe in truth and logic, their only solution is forcing everyone onboard a top-down narrative that they have crafted, regardless of its faults, problems and harms that can be objectively predicted and observed. Without listening to critique or paying attention to consequences.
